Both
George Schuyler and the compiler of the Veeder document identify
Neeltje Schuyler's father as Jacob Schuyler. But there is a third
source which says the father's name was Derick Schuyler. And a fourth
source, citing the third, repeats this alternative. This reopens the
possiblity of lineal descent of the South Dakota Vandervoorts from
General Schuyler. But even without fully resolving the question of
Neeltje's father's name, it is still possible to reach a conclusion on
the Gen. Schuyler question, as demonstrated below.
To summarize the four sources thus far:

Analysis
So, in all the sources, it is clearly the same Neeltje, born and/or
baptized on 11/22/1747, married to Abraham Veeder and mother of his
children. The only discrepancy is the name of her father, Jacob or
Derick Schuyler. If it is Jacob, Neeltje is on the David side of the
family. If it is Derick, then the question returns: is Neeltje on
David's or Philip Pieterse's side of the family? Are the South Dakota
Vandervoorts lineal descendants of the General or not?
There are three Dirck Schuylers in George Schuyler's 2 volumes to choose from:
1. Dirck/Derick (vol. 2, p. 307), whose paternal descent is, moving upward:
Hermanus, Nicholas, Philip, Philip Pieterse. However, this Dirck was born
11/29/1761, fourteen years after our Neeltje. And in any case, although on
Philip Pieterse's side of the family, he was not a lineal descendant of the
General but his 2nd cousin, once removed.
2. Dirck/Dirk (vol. 2, pp. 463-464), who is actually Neeltje's brother, b.
3/16/1740.
3. Dirck (vol. 2, p. 462), b. 7/25/1700, who is Jacob's brother, and thus shares
Jacob's descent on the David side. Unfortunately, George Schuyler lists no wife,
offspring or death date for this Dirck:

Conclusion
Dirck #3 is thus the only Dirck appearing in George Schuyler's two volumes who
is a possible candidate to be Neeltje's father. And with respect to the question
of our lineal descent from the General, it makes no difference which brother,
Dirck or Jacob, was Neeltje's father. In either case her father was on David's
side of the family, and the South Dakota Vandervoorts are not lineal descendants
of General Schuyler.
Addendum (August 4, 2010)
There is now a fifth source addressing
this question, "Christoph's Schuyler Genealogy" published as the Schuyler
Genealogy: A Compendium of Sources Pertaining to the Schuyler Families in
America Prior to 1800, compiled by Florence Christoph in 1987, and published
by the Friends of Schuyler Mansion in Albany, NY. Although the book is
out-of-print, a researcher at the Friends, Will Miranda, has kindly looked up
the matter in his copy and reports:
"This genealogy record explains on page 95
of Part I that Jacob Schuyler married Geertruy Staats....This page continues to
explain that this couple gave birth to their sixth child, Neeltje Schuyler, who
was baptized on November 22, 1747 and later went to marry Abraham Veeder....
"It states that Dirck was born on July 25,
1700 and baptised on July 28th. He married Anna Maria Santford, but the date of
that marriage is not documented. He died on Aug. 5, 1788. It does not mention
whether he had children or not as the will of Dirck (dated March 8th, 1779) only
mentions his wife. The records also explain that a deed found in the van Vechten
papers states that Dirck is a merchant in NJ in 1736. All this information is
located on pages 28 and 92. "
So this fifth source also supports Jacob as the father of Neeltje and the father-in-law of Abraham Veeder.
